What is it?

On the pavement just outside entrance to  Dexters Estate Agent on Uxbridge Road (next to Hammersmith and City line tube station entrance and opposite Shepherds Bush Market) there is a heavy black metal object that looks to me it should be near the seaside.  Any body have any idea what it is???

Carol, I've only just seen your post from yesterday, but in fact I took my own photo today.Your photo should have looked something like this (I'll mail you directly to explain why it didn't work when you tried it):Yes, it looks like a buoy, doesn't it!  It's to prevent vehicles, especially heavy lorries, from damaging the kerb by driving over it when turning left out of the side road into Uxbridge Road.  They are more effective than a normal taller bollard, which is easily broken if hit by a lorry.  This is my own wider view:

I have a pic, just need somebody to tell me how to load it into a messageAnd I genuinely do not know, it is not in the shape of a boat, it is cone shaped, black iron (?), appears to be cemented to the pavement with what looks like a hole at the top to secure something to............which is why I thought it looked more like it should be on a quayside.
