This relatively new piece of legislation has evolved from the original 'crack house' closures. The legislation gives the Police and their partners the power to close properties on the grounds of anti-social behaviour alone, although the power relates to the property rather than the occupant.Owner occupiers seem not to come under the same rules regarding antisocial behaviour. If you have neighbours that are regularly objectionable but own their property, there seems to be fewer "teeth" for authorities to bite with. These people cannot be moved anywhere else. not that this is a solution!
