ULEZ compliant vehicles may see reduction but diesel surcharge planned

Hammersmith & Fulham are planning a new scale for parking charges which it says will encourage residents to switch to less polluting vehicles.

The borough is planning to introduce new parking charge bands based on vehicle emissions with more categories than the previous scheme. The new bands could see a reduction in costs for up to 80 per cent of residents but those with older cars could face higher fees.

The local authority hopes that the move will help residents with the cost-of-living crisis and help the council to achieve its net carbon zero 2030 target. The idea will also stop visitors to London using the borough as a ‘cheap car park,’ according to a council report on the policy.

The report says, “Hammersmith and Fulham proposes to implement new emissions-based parking charge bands and improve the offer for residents visiting friends and family or shopping across the borough.

“The policy will decrease charges on 80 per cent of vehicles. This policy will support our net carbon zero 2030 target and clean air neighbourhood strategy while helping residents tackle the cost-of-living crisis.

“It also supports businesses in the face of a potential recession. The new banding will incentivise people to transition to electric and low emission vehicles and maintain a policy targeted at non-residents who use the borough as a cheap car park.”

It added, “The new tariffs will reduce the cost of living, working, and shopping in the borough for those with vehicles compliant with the Mayor of London’s ULEZ standard.”

Electric vehicles will be charged £2.50 per hour to park in the borough while ULEZ-compliant vehicles will see fares cut from £5 per hour to £3.50 per hour or £4.25 per hour depending on their CO2 emissions.

A £6 per hour charge will be applied to non-ULEZ compliant vehicles. Diesel drivers will be charged an extra £1 per hour surcharge due to the “extremely negative impact of diesel vehicles on air quality.”

At the height of the Covid pandemic, Hammersmith and Fulham Council introduced higher parking charges to put off out-of-borough motorists driving into London from the A3, M4 and M40.

But residents have told councillors and officers that they have felt put off from visiting friends and services by the high cost of parking. The report added that older and disabled residents have been particularly impacted by the high charges.
